Duty-free allowances
Passengers traveling on transit, connecting, or transfer flights are hereby advised to carefully review the following information prior to travel.
Passengers shall independently verify whether the airport at which the transfer occurs permits transit passengers to carry duty-free purchases in their hand luggage.
Where a connecting flight departs from the same terminal without the passenger exiting to the public (landside) area, duty-free purchases may generally be carried onward. However, if additional security screening is required, passengers must ensure full compliance with applicable aviation security regulations governing the carriage of liquids in hand luggage.
As a general rule, liquids must be contained in individual containers not exceeding 100 ml each and placed collectively in a single transparent, resealable plastic bag with a maximum capacity of 1 liter (one bag per passenger), unless otherwise provided by applicable regulations.
Passengers are solely responsible for verifying the hand luggage policies of their respective airlines. Such information is typically available on the official website of the air carrier under the section “Baggage” or “Carry-on Allowance.”
Passengers are solely responsible for reviewing and complying with the customs legislation of their country of final destination. Certain jurisdictions impose quantitative and/or value-based restrictions on the importation of duty-free goods.
A non-exhaustive list of common transit/connection countries is provided below for reference purposes only.
Applicable restrictions are determined by the customs legislation of both:
- the country of transit (where the connection takes place), and
- the country of final destination.
Passengers must independently verify the applicable allowances and restrictions.
Passengers are required to verify the customs requirements of both the transit country and the country of final destination prior to travel.
Such items are generally not subject to aviation liquid restrictions when transported in hand luggage. However, passengers remain fully responsible for ensuring compliance with:
- applicable airline regulations;
- customs legislation of the transit country; and
- customs legislation of the country of final destination.
In addition to the import regulations of the destination country, passengers must comply with the export regulations of the Russian Federation.
Pursuant to the customs legislation of the Russian Federation, the following goods, within established quantitative limits, may be classified as goods for personal use and exported from the territory of the Russian Federation without payment of customs duties:
Black caviar (sturgeon caviar): not exceeding 250 grams per passenger, in original factory packaging;
Other seafood (excluding sturgeon caviar): not exceeding 5 kilograms per passenger, including red caviar.
Passengers remain responsible for ensuring compliance with all applicable legal requirements.
Duty-free goods are typically sealed in a Secure Tamper Evident Bag (STEB) together with the corresponding proof of purchase.
Passengers are strongly advised to retain the integrity of the sealed packaging until arrival at their final destination in order to mitigate the risk of confiscation during security or customs inspections.
IMPORTANT: Any damage to, or tampering with, the sealed packaging may result in refusal of carriage or confiscation of the goods by competent authorities. Passengers bear full responsibility for compliance with applicable regulations.
Where a connecting itinerary involves a change of airlines and/or terminals, passengers must independently verify that duty-free goods may be carried onward, as airline and airport regulations may differ, including within the same jurisdiction.
Passengers are advised to consult:
- their operating air carrier; and
- the official websites of the relevant airports
for current regulations governing the carriage of duty-free purchases during transit.
IMPORTANT: When entering a Member State of the European Union, passengers must refer to the regulations applicable to arrivals from a third country (non-EU state).
